 Introduction

Project Tiger is a Tiger Conservation program launched by the Government of India during Prime Minister Indira Gandhi’s tenure in April 1973. The main aim of this project is to protect the Bengal Tiger from extinction. On July 29, 2018, Prime Minister Narendra Modi released the data that India’s tiger population has risen to 2,967. Along with that in 2018, the National Tiger Conservation Authority(NTCA) estimated that only 2,967 tigers are there in existence in India. Nagpur is also known as the ‘Tiger Capital’ of India. RBI under the payment and settlement systems act, 2007 has canceled the Certificate of Authorisation (CoA) of 5 Payment System Operators (PSOs). Following the cancellation of the CoA, these companies cannot transact the business of issuance and operation of Prepaid Payment Instruments. However, customers or merchants having a valid claim, if any, on these companies as PSOs, can approach them for settlement of their claims within three years from the date of cancellation.

  • National Institute of Naturopathy (NIN), Pune under Ministry of AYUSH will be organizing a series of webinars on Gandhian philosophy of Self Reliance through Self Health Reliance on Mahatma Gandhi’s 150th birth anniversary celebrations from 2nd Oct 2020 and which will go on till National Naturopathy Day, i.e., 18th Nov 2020.
  • The institute will release a book on Naturopathy Day titled, Gandhi the Healer, which will be available for free download as an ebook from the NIN website (ninpune.ayush.gov.in).
  • The day was declared by the Ministry of AYUSH(Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy), Government of India, on November 18,

National Epilepsy Day :November 17

  • Every year, the National Epilepsy Day is celebrated on November 17. The day is celebrated to create awareness about epilepsy.
  • Epilepsy is a chronic brain disorder. It results in recurrent fits or seizures. The seizures occur due to sudden and excessive discharges occurring in brain cells or neurons. The disease can be diagnosed only after the person has had at least one seizure. Mostly epilepsy occurs in patients who are over the age of 65 and in children.
  • According to the World Health Organization, around 50 million people in the world are suffering from epilepsy. Out of them 80% are from developing countries. The disease is curable. However, most of the epileptic patients in developing countries do not receive proper treatment. International Epilepsy Day: Every year 2nd Monday of February.

Govt disbursed over Rs 42,700 crore to 20.6 lakh ex-servicemen under OROP in 5 years

  • The central government has disbursed more than Rs 42,700 crore to 6 lakh retired defence personnel under the One Rank One Pension (OROP) scheme, which was notified five years ago.
  • Under the OROP scheme, uniform pension is paid to defence personnel who retire in the same rank with the same length of service, irrespective of their date of retirement.
  • The yearly recurring expenditure on account of OROP is about Rs 7,123 crore and for about six years, starting from July 1, 2014, the total recurring expenditure worked out to approximately Rs 42,740 crore.
  • The OROP was implemented to bridge the gap between the pensions of current and past ex-servicemen at periodic intervals.
  • Before OROP, ex-servicemen used to get pensions as per the Pay Commission’s recommendations of the time when they had retired.
  • The armed forces personnel who retired by June 30, 2014, are covered under the OROP scheme.

  • OROPimplies that uniform pension be paid to the Armed Forces Personnel retiring in the same rank with the same length of service irrespective of their date of retirement and any future enhancement in the rates of pension to be automatically passed on to the past pensioners.

MoHFW launches three-month campaign to check childhood pneumonia deaths

  • The Union Ministry of Family Welfare (MoHFW) launched a three-month campaign to focus on awareness generation and early intervention with regard to childhood pneumonia, enabling caregivers across the country to identify critical symptoms at earlier stages and trigger prompt care-seeking with qualified providers.
  • The initiative targets to reduce less than five pneumonia deaths, per a 1000 live births, to less than three deaths by 2025 through the accelerated SAANS (Social Action and Awareness to Neutralise Pneumonia Successfully) initiative.
  • Launched last year, the SAANS campaign complements the national childhood pneumonia management guidelines through a three-pronged approach to protect, prevent and treat pneumonia among children.
  • Save the Children, the United Nations Children’s Fund (UNICEF) and the Clinton Health Access Initiative (CHAI) have also partnered with the MoHFW in order to accentuate efforts to alleviate the burden of pneumonia on the country.

Govt expands scope of PM-KUSUM for harnessing solar energy by farmers

  • The selected renewable power generator (RPG) shall commission the solar power plant within twelve months from date of issuance of Letter of Award (LoA), it added.
  • Moreover, there shall be no penalty on RPG for shortfall in solar power generation from minimum prescribed Capacity Utilization Factor.
  • As per the amendments, now MNRE will retain 33% of eligible service charges for nationwide Information, Education and Communication (IEC) activities.
  • The order mentions that the Ministry may release 50% of eligible service charges for the sanctioned quantity after placement of LoA for preparatory activities.
  • For solar pumps to be set up and used by water user associations/farmer producer organisations/primary agriculture credit societies or for cluster based irrigation system, the central financial assistance (CFA) will be allowed for solar pump capacity of higher than 7.5 HP considering up to 5 HP capacity for each individual in the group.
  • During implementation it has been observed that these manufacturers lack workforce in the field and are dependent on local integrators for this purpose, which has caused delay in installation of solar pumps, the statement stated.
  • The order further says that quantity equivalent to 10 per cent of total quantity under a particular category of pumps of a cluster will be allocated to the lowest bidder and balance will be kept on market mode for all selected bidders including the lowest bidder.

Japan & Australia sign landmark defence deal to counter China’s growing influence in South China Sea

  • Japanese Prime Minister Yoshihide Suga and his Australian counterpart Scott Morrison have signed a landmark defence deal in a bid to counter China’s growing influence in the South China Sea and over the Pacific island nations.
  • Reciprocal Access Agreement (RAA) comes weeks after foreign ministers of the Quad alliance, which includes the US and India, met in Tokyo. The pact allows Japanese and Australian troops to visit each other’s countries and conduct training and joint operations. Australian Prime Minister stated that the treaty will strengthen their security ties and facilitate cooperation between defence forces.
  • The joint statement stated, the two sides also agreed on the need for a framework to allow Japanese military to protect Australian forces if needed.

Finance Ministry moves to set up database of migrant workers

  • The Finance Ministry has given its first ever national database of migrant labour to provide a platform for workers and employers, and for the government to implement specific programmes for such labourers.
  • The Ministry of Labour & Employment has envisaged development of a ‘National Database of Unorganised Workers’ (NDUW) seeded with
  • The project will enrol all unorganised workers, including migrant workers.
  • Total cost is expected around₹650 crore.
  • Besides job opportunities, such a database will help migrant labour get the benefit of government schemes. It will help workers to share information about his/her skill which, in turn, will make it easy for employers to find suitable person
  • Such a database can be used in many ways, apart from being a platform for employer and potential employee. It can be helpful in providing welfare schemes or implementing social security initiatives.

Indian students contributed $7.6 billion to US economy last year

  • Indian students contributed $7.6 billion to the US economy in the academic year 2019-20, even though there was a 4.4 per cent drop in the total number of Indian students, according to a report.
  • China remained the largest source of international students in the US, with the number of Chinese students in the country increasing for the 16th consecutive year. There were over 372,000 Chinese students during 2019-20 year, stated the report “Opens Doors 2020.”
  • India remained the second largest source of international students, despite the 4.4 per cent decline to 193,124 students, it stated.
  • According to the report, released by the US Department of State’s Bureau of Educational and Cultural Affairs and the Institute of International Education (IIE), for the fifth consecutive year the United States hosted more than 1 million international students (1,075,496) in an academic year.
  • Despite a slight decline (1.8 per cent) in the number of international students during the academic year, this group still represents 5.5 per cent of all students in US higher education system.
  • According to the US Department of Commerce, international students contributed $44 billion to the US economy in 2019, including $7,69 billion from Indian students.

RBI imposes Rs 1 crore penalty on Punjab National Bank

  • State-run Punjab National Bank stated the RBI has imposed a penalty of Rs 1 crore on it for contravention of the Payment and Settlement Systems Act.
  • “RBI has observed that the Bank was operating a bilateral ATM sharing arrangement with Druk PNB Bank Ltd, Bhutan, (international subsidiary of the Bank), since April, 2010 without the prior approval / authorisation from RBI,” it stated.
  • The Reserve Bank of India (RBI) imposed the Rs 1 crore penalty for “contravention of the nature referred to in Section 26 (6) of the Payment and Settlement Systems Act, 2007 (PSS Act)”, it added. PNB’s shares closed at Rs 29.50 a piece on BSE, up 1.37 percent.

Atmanirbhar Bharat 3.0: Key Takeaways From Finance Minister’s Stimulus Package

  • Union Finance Minister Nirmala Sitharaman announced new stimulus measures under Atmanirbhar Bharat Abhiyaan 3.0 to boost the Indian economy amid the ongoing COVID-19 pandemic.
  • The total stimulus announced by the Government and Reserve Bank of India till date, to help the nation tide over the COVID-19 pandemic, works out to 29.87 lakh crore, which is 15% of national GDP. Out of this, stimulus worth 9% of GDP has been provided by the government.

12 Key announcements as part of Aatma Nirbhar Bharat 3.0

Atmanirbhar Bharta Rozgar Yojana: 

  • Ms Sitharaman announced the new Aatmanirbhar Bharat Rozgar Yojana which will incentivise the creation of new jobs. The new employees hired by the EPFO-registered organisations will receive benefits during COVID-19. If the EPFO registered establishments take in new employees or those who lost jobs earlier will get benefits from government.
  • Beneficiaries under this new scheme will include: new employees joining employment in EPFO-registered establishments on monthly wages less than Rs 15,000, and EPF members drawing monthly wage of less than Rs 15,000 who exited employment during March-September, and employed on or after October 1.
  • Central government to give subsidy on new employment
  • Employee and employer contribution of 12% each to be borne by government, for next two years; aimed at easing financial burden on companies for creating jobs
  • 95% of all (organised sector) establishments estimated to be covered under this scheme will have employees up to 1,000

Emergency Credit Line Guarantee Scheme:

  • The emergency credit line guarantee scheme (ECLGS) for MSMEs, businesses, MUDRA borrowers and individuals (loans for business purposes), has been extended till March 31, 2021.
  • A credit guarantee support scheme for health care sector and 26 sectors stressed due to COVID-19 pandemic was also launched. The entities of the 26 stressed sectors are identified by Kamath Committee.

Production-Linked Incentive:

  • The PLI scheme worth 1.46 lakh crore is being offered to 10 champion sectors which will help boost the efficiency and competitiveness of domestic manufacturing.
  • A total amount of 1.5 lakh crore has been earmarked across sectors, for the next five years.

Centre brings OTT platforms, online news portals under Information & Broadcasting ministry

  • The ministry of information and broadcasting has brought digital audio-video content, including films and web shows on OTT platforms, as well as news and current affairs online platforms under its ambit.
  • This means that online streaming portals like Netflix, Amazon Prime among many others will now come under the purview of I&B headed by Union Minister Prakash Javadekar. 
  • In September, the I&B ministry had informed the Supreme Court that digital media needs to be regulated as it has a larger reach, and through apps like Facebook and WhatsApp, a wider audience can be reached.
  • Presently, India does not have an autonomous body that governs online content. In October, the Supreme Court had issued a notice to the Central Government based on a petition on OTT platforms.
  • The petition, filed by an advocate, Shashank Shekhar Jha, looked for setting up an autonomous body to monitor and filter content on these OTT portals.
  • Exercising the powers conferred by clause (3) of Article 77 of the Constitution, the President of India called for  amended to the Government of India (Allocation of Business) Rules, 1961.
  • These rules may be called the Government of India (Allocation of Business) Three Hundred and Fifty-Seventh Amendment Rules, 2020.

PM Narendra Modi unveils Swami Vivekananda’s statue on JNU campus

  • Prime Minister Shri Narendra Modi unveiled a statue of Swami Vivekananda in JNU Campus, New Delhi through video conferencing.
  • The event was also attended by Union Minister for Education Ramesh Pokhriyal Nishank and JNU vice-chancellor Jagadesh Kumar.
  • It took renowned sculptor Naresh Kumawat seven months to complete this statue of Swami Vivekananda on the JNU campus. Located about 300 metres from a statue of India’s first prime minister, the statue of Swami Vivekananda is about three feet taller than that of Jawaharlal Nehru.

  • The Prime Minister will dedicate two future-ready Ayurveda institutions to the nation at the5th Ayurveda Day on 13th November, 2020. 
  • These arethe Institute of Teaching & Research in Ayurveda (ITRA), Jamnagar and the National Institute of Ayurveda (NIA), Jaipur.
  • Both the institutes are premier institutions of Ayurveda in the country. The former has been conferred the status of an Institution of National Importance (INI) by an Act of Parliament and the latter that of an Institution Deemed to be University (De novo Category) by the University Grants Commission (UGC)

India Post Payment Bank launches doorstep service to submit digital life certificate

  • India Post Payments Bank, IPPB have successfully launched the initiative of doorstep service for submission of Digital Life Certificate through Postman.
  • The facility to submit life certificate online through Jeevan Pramaan Portal was launched by Prime Minister Narendra Modi in November, 2014 with the objective to provide a convenient and transparent facility to pensioners for submission of Life Certificate.
  • In order to make this facility available across the country, Department of Pension and Pensioners’ Welfare roped in the India Post Payments Bank to utilise its huge network of Postmen and Gramin Dak Sevaks in providing doorstep facility to pensioners for submission of life certificate digitally.
