  • Minister of Environment, Forest and Climate Change, Prakash Javadekar launched NBA-UNDP India’s Biodiversity Samrakshan Internship Programme and addressed the virtual celebration of International Day for Biological Diversity
  • On the occasion, he launched the National Biodiversity Authority (NBA) and United Nations Development Programme (UNDP) Biodiversity Samrakshan Internship Programme which proposes to engage 20 students with postgraduate degrees for a period of one year through an open, transparent, online competitive process.
  • The programme wishes to engage dynamic and creative students, who are willing to learn about natural resource management and biodiversity conservation and to support the projects of NBA in various states and Union Territories and to technically assist the State Biodiversity Boards in discharge of their mandates.
  • The virtual event also saw the launch of UNEP Campaign on Illegal Trafficking of Endangered Species: ‘Not all Animals Migrate by Choice’. Illegal trade in wildlife carries the risk of spreading dangerous pandemics, it was emphasised.
  • The campaign, launched by the Wildlife Crime Control Bureau with UNEP, seeks to address these environmental challenges, to raise awareness, and to advocate solutions.
  • An awareness campaign supported by WWF to highlight the crucial role played by nature through its free ecological services provided for humankind was also launched during the course of the event.

Coir geo-textiles to be used in rural road construction under PMGSY-III

  • The government stated Coir geo-textiles will be used in the construction of rural roads under the third phase of Pradhan Mantri Gram Sadak Yojana (PMGSY-III).
  • Coir geo-textiles are permeable fabric, which are natural, strong, highly durable, resistant to rots, moulds and moisture, and free from any microbial attack.
  • They will be used for construction of rural roads under the PMGSY-III, according to a communication from the National Rural Infrastructure Development Agency under Union Ministry of Rural Development.
  • As per the PMGSY new technology guidelines for road construction, 15 per cent length of roads in each batch of proposals is to be constructed using new technologies. Out of this 5 per cent roads are to be constructed using Indian Roads Congress (IRC) accredited technology.
  • As per these instructions, 5 per cent length of the rural roads under PMGSY-III will be constructed using coir geo-textiles.
  • Accordingly, 164 km of road will be constructed using coir geo-textiles in Andhra Pradesh, 151 km in Gujarat, 71 km in Kerala, 328 km in Maharashtra, 470 km in Odisha, 369 km in Tamil Nadu and 121 km in Telengana.
  • Thus, 1,674 km road will be constructed using coir geo-textiles in seven states for which there will be a requirement of one crore sq mtr of coir geo-textiles, estimated cost of which would come to Rs 70 crore.

Adjusted Net Bank Credit: Adjusted Net Bank Credit is a term used to target various sectors under Priority Sector Lending. The targets and sub-targets under priority sector lending are linked to Adjusted Net Bank Credit (ANBC). Domestic commercial banks have to set a target of 40% of the ANBC for the advances to priority sector lending while foreign banks have to set a target of 32% for the same. ANBC comprised of the total credit forwarded by the banks together with other investments made by it. Govt announces collateral free loan worth 3 lakh crore rupees benefiting 45 lakh MSMEs

  • Government  has announced the first tranche of stimulus packages, under the Atma-Nirbhar Bharat Yojana.
  • These financial packages equaling to 10 per cent of the national GDP and amounting to 20 lakh crore rupees.
  • 15 special financial packages of 6 lakh 40 thousand crore  rupees benefitting a wide array of sectors including MSMEs, Discoms, Real Estate, Middle Class, Tax Payers and others.
  • In a historical decision, the ambit of Micro, Small and Medium Enterprises (MSMEs) have been widened resulting in inclusion of many small and micro industries under this sector. This decision of changing the definition of MSMEs will increase competition and productivity in the sector. In a major boost to the MSME sector, collateral free loan of 3 lakh crore rupees has been announced. The loan will have 4 year tenure and will have 12 month moratorium.
  • Also, MSME definition has been changed to allow units with investment up to Rs 1 crore to be called micro units in place of Rs 25 lakh now.
  • Also units with turnover up to Rs 5 crore to be called micro units.
  • These loans will benefit 45 lakh small and medium units. Another package of 20 thousand crore rupees for stressed MSMEs benefitting 2 lakh units have also been announced.
  • 50 thousand crore rupees will be infused in the MSMEs through the equity channel. Opening up avenues for indigenous companies.
  • Tenders for Government procurement up to 200 crore rupees will no longer be through Global Tender route.
  • e-Market linkage for MSMEs has been announced to ensure wider reach for sale of products from the small and medium industries. Government bodies and PSUs have been directed to clear all pending dues of MSMEs within next 45 days.

PM Modi announces special economic package worth Rs 20 lakh crore to kick-start economy

  • Prime Minister Narendra Modi has announced a special economic package worth 20 lakh crore rupees for an ‘Atma-Nirbhar Bharat’ or self-reliant India, saying that self reliance is the only way to ensure that 21st Century belongs to India.
  • The Prime Minister noted that this package, together with earlier announcements by the government during COVID crisis and decisions taken by RBI, is to the tune of 20 lakh crore rupees. This is equivalent to almost 10 percent of India’s GDP.
  • The Prime Minister observed that the package will also focus on land, labour, liquidity and laws. It will cater to various sections including cottage industry, MSMEs, labourers, middle class, industries, among others.
  • The Prime Minister stated several bold reforms are needed to make the country self-reliant, so that the impact of crisis such as COVID, can be negated in future. These reforms include supply chain reforms for agriculture, rational tax system, simple and clear laws, capable human resource and a strong financial system. These reforms will promote business, attract investment, and further strengthen Make in India.
  • The Prime Minister expressed confidence in India’s capabilities and manpower. He stated that India will build new supply chains, create better products and lead the global recovery.
  • Mr Modi stated India’s self-reliance will be based on five pillars – economy, infrastructure, technology driven system, vibrant demography and demand. World Migratory Bird Day
