Adjusted Net Bank Credit (ANBC): Definition & Computation of ANBC

Adjusted Net Bank Credit: Adjusted Net Bank Credit is a term used to target various sectors under Priority Sector Lending. The targets and sub-targets under priority sector lending are linked to Adjusted Net Bank Credit (ANBC). Domestic commercial banks have to set a target of 40% of the ANBC for the advances to priority sector lending while foreign banks have to set a target of 32% for the same. ANBC comprised of the total credit forwarded by the banks together with other investments made by it. Total credit includes Loans forwarded by banks, overdrafts forwarded by banks to the customers etc.

Govt announces collateral free loan worth 3 lakh crore rupees benefiting 45 lakh MSMEs

  • Government  has announced the first tranche of stimulus packages, under the Atma-Nirbhar Bharat Yojana.
  • These financial packages equaling to 10 per cent of the national GDP and amounting to 20 lakh crore rupees.
  • 15 special financial packages of 6 lakh 40 thousand crore  rupees benefitting a wide array of sectors including MSMEs, Discoms, Real Estate, Middle Class, Tax Payers and others.
  • In a historical decision, the ambit of Micro, Small and Medium Enterprises (MSMEs) have been widened resulting in inclusion of many small and micro industries under this sector. This decision of changing the definition of MSMEs will increase competition and productivity in the sector. In a major boost to the MSME sector, collateral free loan of 3 lakh crore rupees has been announced. The loan will have 4 year tenure and will have 12 month moratorium.
  • Also, MSME definition has been changed to allow units with investment up to Rs 1 crore to be called micro units in place of Rs 25 lakh now.
  • Also units with turnover up to Rs 5 crore to be called micro units.
  • These loans will benefit 45 lakh small and medium units. Another package of 20 thousand crore rupees for stressed MSMEs benefitting 2 lakh units have also been announced.
  • 50 thousand crore rupees will be infused in the MSMEs through the equity channel. Opening up avenues for indigenous companies.
  • Tenders for Government procurement up to 200 crore rupees will no longer be through Global Tender route.
  • e-Market linkage for MSMEs has been announced to ensure wider reach for sale of products from the small and medium industries. Government bodies and PSUs have been directed to clear all pending dues of MSMEs within next 45 days.

PM Modi announces special economic package worth Rs 20 lakh crore to kick-start economy

  • Prime Minister Narendra Modi has announced a special economic package worth 20 lakh crore rupees for an ‘Atma-Nirbhar Bharat’ or self-reliant India, saying that self reliance is the only way to ensure that 21st Century belongs to India.
  • The Prime Minister noted that this package, together with earlier announcements by the government during COVID crisis and decisions taken by RBI, is to the tune of 20 lakh crore rupees. This is equivalent to almost 10 percent of India’s GDP.
  • The Prime Minister observed that the package will also focus on land, labour, liquidity and laws. It will cater to various sections including cottage industry, MSMEs, labourers, middle class, industries, among others.
  • The Prime Minister stated several bold reforms are needed to make the country self-reliant, so that the impact of crisis such as COVID, can be negated in future. These reforms include supply chain reforms for agriculture, rational tax system, simple and clear laws, capable human resource and a strong financial system. These reforms will promote business, attract investment, and further strengthen Make in India.
  • The Prime Minister expressed confidence in India’s capabilities and manpower. He stated that India will build new supply chains, create better products and lead the global recovery.
  • Mr Modi stated India’s self-reliance will be based on five pillars – economy, infrastructure, technology driven system, vibrant demography and demand. The Prime Minister also stated that Coronavirus is going to be a part of people’s lives for a long time, but lives cannot simply revolve around it.

Union Defence Minister Rajnath Singh inaugurates 80 km long road curtailing Kailash-Mansarovar pilgrimage time

  • Union Defence Minister Rajnath Singh inaugurated the road link from Uttarakhand’s Dharchula to Lipulekh at China Border.
  • Singh also flagged off a convoy of vehicles from Pithoragarh to Gunji through video conferencing.
  • The road originates from Ghatiabagarh and terminates at Lipulekh Pass, the gateway to Kailash-Mansarovar. In this 80 kilometre road, the altitude rises from 6,000 to 17,060 feet.
  • With this connectivity, passengers will now take 6 days less to travel than before, a light vehicle can ply up to 75 kms (5 km short of boundary) and a five day trek will be reduced to two days.
  • The event was attended by Director General of BRO Lt Gen Harpal Singh,Chief of Defence Staff General Bipin Rawat, Chief of Army Staff General M M Naravane, Defence Secretary Dr Ajay Kumar, Lok Sabha Member of Parliament from Almora (Uttarakhand) Shri Ajay Tamta and senior officials of Ministry of Defence and BRO.

DBS Bank slashes India’s FY21 GDP forecast to 1%

  • Singapore-based DBS Bank has cut India’s FY21 GDP forecast to 1 per cent vis-a-vis 5 per cent projected on April 9.
  • This forecast is based on its assumption of an end in the lockdown in the June quarter, reopening of all sectors by third quarter (October-December) and catch-up production, normal monsoon, fiscal support measures of at least 3 per cent of GDP and direct lending support by the authorities.
  • Risk scenarios point to a possible decline in the headline GDP if the extension prolongs or partial restart is rolled back, DBS Bank stated in a report.
  • The report cautioned that the general government (the Centre and States) deficit is likely to rise to 10-10.5 per cent of GDP in FY21 vs around 6 per cent of GDP earlier. This would entail the public debt level to rise from 70 per cent of GDP to 75-80 per cent, with the shrinking GDP (denominator effect) also ballooning the debt burden, it added.

CAIT to launch national e-commerce marketplace ‘bharatmarket’ for retail traders

  • Traders’ body Confederation of All India Traders (CAIT) has announced to launch a national e-commerce marketplace ‘bharatmarket‘ soon for all retail traders in collaboration with several technology partners.
  • CAIT stated the marketplace will integrate capabilities of various technology companies to provide end-to-end services in the logistics and supply chains from manufacturers to end consumers, including deliveries at home.
  • CAIT Secretary General Praveen Khandelwal stated the e-commerce portal will include a nationwide participation by retailers and aims to bring 95 per cent of retail traders onboard the platform, who would exclusively run the portal.
  • He stated the initiative has had active support and guidance of the Ministry of Commerce and Industry, as they see this as an effective way to get essential commodities to consumers during the lockdown period and within containment zones.
  • CAIT National President BC Bhartia stated the traders body is looking to enrol about one crore retailers on this e-marketplace in 2020 and make it the world’s largest and most-unique e-marketplace ever.
