International Day for Tolerance
- International Day for Tolerance is marked on November 16.
- The day is being celebrated ever since the United Nations marked the year of Tolerance in 1995. The date of November 16 was chosen as it is the anniversary of UNESCO’s Declaration of Principles on Tolerance.
- The main aim behind starting this day was to make educational institutions and people at large believe that tolerance is an integral part of society.

Finance Ministry moves to set up database of migrant workers
- The Finance Ministry has given its first ever national database of migrant labour to provide a platform for workers and employers, and for the government to implement specific programmes for such labourers.
- The Ministry of Labour & Employment has envisaged development of a ‘National Database of Unorganised Workers’ (NDUW) seeded with
- The project will enrol all unorganised workers, including migrant workers.
- Total cost is expected around₹650 crore.
- Besides job opportunities, such a database will help migrant labour get the benefit of government schemes. It will help workers to share information about his/her skill which, in turn, will make it easy for employers to find suitable person
- Such a database can be used in many ways, apart from being a platform for employer and potential employee. It can be helpful in providing welfare schemes or implementing social security initiatives.
- Also, the movement of labour can be tracked in a situation like a Covid-induced lockdown so they can be assisted when in desperation.

Indian students contributed $7.6 billion to US economy last year
- Indian students contributed $7.6 billion to the US economy in the academic year 2019-20, even though there was a 4.4 per cent drop in the total number of Indian students, according to a report.
- China remained the largest source of international students in the US, with the number of Chinese students in the country increasing for the 16th consecutive year. There were over 372,000 Chinese students during 2019-20 year, stated the report “Opens Doors 2020.”
- India remained the second largest source of international students, despite the 4.4 per cent decline to 193,124 students, it stated.
- According to the report, released by the US Department of State’s Bureau of Educational and Cultural Affairs and the Institute of International Education (IIE), for the fifth consecutive year the United States hosted more than 1 million international students (1,075,496) in an academic year.
- Despite a slight decline (1.8 per cent) in the number of international students during the academic year, this group still represents 5.5 per cent of all students in US higher education system.
- According to the US Department of Commerce, international students contributed $44 billion to the US economy in 2019, including $7,69 billion from Indian students.

RBI imposes Rs 1 crore penalty on Punjab National Bank
- State-run Punjab National Bank stated the RBI has imposed a penalty of Rs 1 crore on it for contravention of the Payment and Settlement Systems Act.
- “RBI has observed that the Bank was operating a bilateral ATM sharing arrangement with Druk PNB Bank Ltd, Bhutan, (international subsidiary of the Bank), since April, 2010 without the prior approval / authorisation from RBI,” it stated.
- The Reserve Bank of India (RBI) imposed the Rs 1 crore penalty for “contravention of the nature referred to in Section 26 (6) of the Payment and Settlement Systems Act, 2007 (PSS Act)”, it added. PNB’s shares closed at Rs 29.50 a piece on BSE, up 1.37 percent.

Atmanirbhar Bharat 3.0: Key Takeaways From Finance Minister’s Stimulus Package
- Union Finance Minister Nirmala Sitharaman announced new stimulus measures under Atmanirbhar Bharat Abhiyaan 3.0 to boost the Indian economy amid the ongoing COVID-19 pandemic.
- The total stimulus announced by the Government and Reserve Bank of India till date, to help the nation tide over the COVID-19 pandemic, works out to 29.87 lakh crore, which is 15% of national GDP. Out of this, stimulus worth 9% of GDP has been provided by the government.
12 Key announcements as part of Aatma Nirbhar Bharat 3.0
Atmanirbhar Bharta Rozgar Yojana:
- Ms Sitharaman announced the new Aatmanirbhar Bharat Rozgar Yojana which will incentivise the creation of new jobs. The new employees hired by the EPFO-registered organisations will receive benefits during COVID-19. If the EPFO registered establishments take in new employees or those who lost jobs earlier will get benefits from government.
- Beneficiaries under this new scheme will include: new employees joining employment in EPFO-registered establishments on monthly wages less than Rs 15,000, and EPF members drawing monthly wage of less than Rs 15,000 who exited employment during March-September, and employed on or after October 1.
- Central government to give subsidy on new employment
- Employee and employer contribution of 12% each to be borne by government, for next two years; aimed at easing financial burden on companies for creating jobs
- 95% of all (organised sector) establishments estimated to be covered under this scheme will have employees up to 1,000
Emergency Credit Line Guarantee Scheme:
- The emergency credit line guarantee scheme (ECLGS) for MSMEs, businesses, MUDRA borrowers and individuals (loans for business purposes), has been extended till March 31, 2021.
- A credit guarantee support scheme for health care sector and 26 sectors stressed due to COVID-19 pandemic was also launched. The entities of the 26 stressed sectors are identified by Kamath Committee.
Production-Linked Incentive:
- The PLI scheme worth 1.46 lakh crore is being offered to 10 champion sectors which will help boost the efficiency and competitiveness of domestic manufacturing.
- A total amount of 1.5 lakh crore has been earmarked across sectors, for the next five years.

Centre brings OTT platforms, online news portals under Information & Broadcasting ministry
- The ministry of information and broadcasting has brought digital audio-video content, including films and web shows on OTT platforms, as well as news and current affairs online platforms under its ambit.
- This means that online streaming portals like Netflix, Amazon Prime among many others will now come under the purview of I&B headed by Union Minister Prakash Javadekar.
- In September, the I&B ministry had informed the Supreme Court that digital media needs to be regulated as it has a larger reach, and through apps like Facebook and WhatsApp, a wider audience can be reached.
- Presently, India does not have an autonomous body that governs online content. In October, the Supreme Court had issued a notice to the Central Government based on a petition on OTT platforms.
- The petition, filed by an advocate, Shashank Shekhar Jha, looked for setting up an autonomous body to monitor and filter content on these OTT portals.
- Exercising the powers conferred by clause (3) of Article 77 of the Constitution, the President of India called for amended to the Government of India (Allocation of Business) Rules, 1961.
- These rules may be called the Government of India (Allocation of Business) Three Hundred and Fifty-Seventh Amendment Rules, 2020.

PM Narendra Modi unveils Swami Vivekananda’s statue on JNU campus
- Prime Minister Shri Narendra Modi unveiled a statue of Swami Vivekananda in JNU Campus, New Delhi through video conferencing.
- The event was also attended by Union Minister for Education Ramesh Pokhriyal Nishank and JNU vice-chancellor Jagadesh Kumar.
- It took renowned sculptor Naresh Kumawat seven months to complete this statue of Swami Vivekananda on the JNU campus. Located about 300 metres from a statue of India’s first prime minister, the statue of Swami Vivekananda is about three feet taller than that of Jawaharlal Nehru.

- India Post Payments Bank, IPPB have successfully launched the initiative of doorstep service for submission of Digital Life Certificate through Postman.
- The facility to submit life certificate online through Jeevan Pramaan Portal was launched by Prime Minister Narendra Modi in November, 2014 with the objective to provide a convenient and transparent facility to pensioners for submission of Life Certificate.
- In order to make this facility available across the country, Department of Pension and Pensioners’ Welfare roped in the India Post Payments Bank to utilise its huge network of Postmen and Gramin Dak Sevaks in providing doorstep facility to pensioners for submission of life certificate digitally.

After Jammu And Kashmir, Saffron Cultivation Likely To Be Expanded To Northeast India
- The North East Centre For Technology Application and Reach (NECTAR) has undertaken a pilot project to explore the feasibility of growing saffron in North East region of the country.
- Saffron production has long been restricted to a limited geographical area in the Union territory of Jammu & Kashmir.
- Pampore region, commonly known as Saffron bowl of Kashmir, is the main contributor to saffron production, followed by Budgam, Srinagar, and Kishtwar districts.
- Saffron has traditionally been associated with the famous Kashmiri cuisine. It’s medicinal values were considered as part of the rich cultural heritage of Kashmir. As saffron growing was confined to very specific areas in Kashmir, its production remained limited. Though the National Mission on Saffron focused on several measures to improve its farming, the measures were still limited to the specified areas of Kashmir.

Rajnath Singh unveils model of Anti-Satellite Missile at DRDO Bhawan
- A model of Anti-Satellite Missile installed inside the DRDO Bhawan premises was unveiled by Defence Minister Rajnath Singh. ‘Mission Shakti’ was the country’s first ever Anti-Satellite (A-SAT) Missile Test successfully conducted on 27th March 2019 from Dr APJ Abdul Kalam Island in Odisha, where a fast-moving Indian orbiting target satellite in Low Earth Orbit was neutralised with pinpoint accuracy.

Digital news, OTT added under I&B Ministry
- The government has brought films, audio-visuals, news and current affairs content on online platforms– under the domain of the Ministry of Information and Broadcasting.
- According to a notification issued by the Cabinet Secretariat, content made available by online providers such as Netflix will also come under the ministry.
- The notification, signed by President Ram Nath Kovind, stated the decision has been taken in exercise of the powers conferred by clause (3) of article 77 of the Constitution, by amending the Government of India (Allocation of Business) Rules, 1961 and it will come into effect immediately.
- With this, the Ministry of Information and Broadcasting has the power to regulate policies related to news, audio, visual contents and films available on online platforms.
- These rules may be called the Government of India (Allocation of Business) Three Hundred and Fifty Seventh Amendment Rules, 2020. They shall come into force at once.
- In the Government of India (Allocation of Business, 1961, in THE SECOND SCHEDULE, under the heading ‘MINISTRY OF INFORMATION AND BROADCASTING (SOOCHANA AUR PRASARAN MANTRALAYA)’ after entry 22, the following sub-heading and entries shall be inserted, namely:- VA. DIGITAL/ONLINE MEDIA. 22A. Films and Audio-Visual programmes made available by online content providers. 22B. News and current affairs content on online platforms, it stated.

15th Finance Commission submits its Report for 2021-22 to 2025-26 to President Ram Nath Kovind
- The Fifteenth Finance Commission (XVFC) led by Chairman N K Singh, submitted its Report for the period 2021-22 to 2025-26 to President of India Ram Nath Kovind. Members of the Commission, Ajay Narayan Jha, Anoop Singh, Dr. Ashok Lahiri and Dr. Ramesh Chand along with Secretary to the Commission Arvind Mehta accompanied the Chairman.
- As per the terms of reference (ToR), the Commission was mandated to give its recommendations for five years from 2021-22 to 2025-26 by 30 October, 2020. Last year, the Commission had submitted its report containing recommendations for the year 2020-21 which was accepted by the Union Government and tabled in the Parliament on 30 January 2020.
- This Report has been organised in four volumes. Volume I and II, as in the past, contain the main report and the accompanying annexes. Volume III is devoted to the Union Government and examines key departments in greater depth, with the medium-term challenges and the roadmap ahead. Volume IV is entirely devoted to the States. The Commission has analysed the finances of each State in great depth and has come up with State-specific considerations to address the key challenges that individual States face.
- The cover and title of the Report are also unique in this Report- “Finance Commission in Covid Times” and the use of Scales on the cover to indicate the balance between the States and the Union.

- The Fifteenth Finance Commission (XV-FC or 15-FC) is an Indian Finance Commission constituted in November 2017 and is to give recommendations for devolution of taxes and other fiscal matters for five fiscal years, commencing 2020-04-01.

Guadalajara named World Book Capital 2022
- Guadalajara (Mexico) was named World Book Capital for the year 2022 by the Director-General of UNESCO, Audrey Azoulay, on the recommendation of the World Book Capital Advisory Committee.
- The city, already a UNESCO Creative City since 2017, was selected for its comprehensive plan for policies around the book to trigger social change, combat violence and build a culture of peace.
- Cities designated as UNESCO World Book Capital undertake to promote books and reading and to organize activities over the year. As the twenty-second city to bear the title since 2001, Guadalajara follows Tbilisi (2021) Kuala Lumpur (2020). Airports Authority Of India Signs MoU With NTPC To Set Up Solar Power Plants At Airports
- The Airports Authority of India signed a Memorandum of Understanding with an NTPC Ltd.,subsidiary to promote usage of electric vehicles and set up solar power plants at its
- NTPC Vidyut Vyapar Nigam, a subsidiary of NTPC, will be provided adequate land and rooftop space free of cost at identified AAI airports to set up solar power plants.
- The AAI owns and manages more than 100 airports across India. The airports in Delhi, Mumbai, Bengaluru, Hyderabad, Mangaluru and Lucknow are managed by private companies and not by the AAI.
- In the initial phase, NVVN will be taking up the projects at airports in Tamil Nadu and Rajasthan. The solar capacity required at airports in Tamil Nadu and Rajasthan is around 55 MW and 8 MW, respectively to become 100% solar powered airports.
- AAI airports in Tamil Nadu have solar power plants with 3.5 MWp (Mega watt peak) capacity currently. It stated 12 MW solar energy is being purchased through open access for the Chennai airport.
- The AAI and NVVN will also jointly work towards supporting the government of India’s initiatives for adoption of electric vehicles by creation of public charging infrastructure and promoting usage of electric vehicles at airports.
