Govt forms three-member expert panel to assist in assessment of relief to bank borrowers

  • Government has constituted a three member expert committee to assist in the assessment of relief to bank borrowers.
  • The committee chaired by former CAG Rajiv Mehrishi will measure the impact on the national economy and financial stability of waiving of interest and COVID-19 related moratorium. It will also give suggestions to mitigate financial constraints of various sections of society in this respect and measures to be adopted in this regard. The panel  will submit its report within one week.
  • The move came as various concerns have been raised during the ongoing hearing in the Supreme Court in the matter regarding  relief sought in terms of waiver of interest and waiver of interest on interest and other related issues.

Railways launch India’s second Kisan Rail from Andhra to Delhi

  • The Indian Railways flagged off its second and South India’s first Kisan Rail, from Anantapur in the state of Andhra Pradesh to Adarsh Nagar in Delhi.
  • Union Minister Narendra Singh Tomar and Chief Minister of Andhra Pradesh Y. S. Jagan Mohan Reddy via a video conference jointly flagged off the Kisan Rail train.
  • The rail carried 322 tonnes of fruits and vegetables which consist of papaya, sweet lime, mangoes, banana, musk melon, and tomatoes in 13 bogies. One Three-Tier AC carried horticulture farmers, officials from Marketing, Agriculture, and Horticulture Department, and two SLR bogies of Railway Staff.
  • The very first Kisan Rail train service introduced by the Indian Railways network was launched on 7 August 2020. The train that runs between Devlali in Maharashtra and Danapur in the state of Bihar operates on a weekly basis.

  • The Minister stated the Government has set the target of covering 100 lakh hectares in five years under micro-irrigation. He stated about 11 lakh farmers have benefitted by the adoption of drip and sprinkler irrigation systems.
  • During the last five years, an area of 47.92 lakh hectares has been covered under micro irrigation in the country which includes 11.72 lakh hectares for the year 2019-20 which is a significant achievement.

  • International Day to Protect Education from Attack to be celebrated for the first time in 2020 on September 9th.

The resolution proclaiming the Day was presented by the State of Qatar and co-sponsored by 62 countries.

EPFO decides to pay 8.5% interest during 2019-20

  • The Labour and Employment Minister Santosh Kumar Gangwar chaired the 227th Meeting of the Central Board of Trustees of Employees’ Provident Fund.
  • In view of the exceptional circumstances arising out of Covid-19, the Central Board has recommended the same interest rate at 8.50 per cent to the Central Government.
  • It would comprise of 8.15 per cent from debt income and balance 0.35 per cent capital gain from the sale of Exchange Traded Funds, ETFs subject to their redemption by 31st December this year.
  • It further recommended to account such capital gains in the income of the financial year 2019-20 as being an exceptional case.
  • The Central Board accorded approval for an Amendment to Employees’ Deposit Linked Insurance Scheme, 1976 to enhance the maximum assurance benefit to 7 lakh rupees from the present maximum assurance benefit of 6 lakh rupees.

  • India’s agriculture technology sector has the potential to grow manifold to $24.1 billion in the next five years, according to a new report.
  • With a turnover of $204 million, India’s agri-tech sector is at under 1% of its market potential. A big chunk of the gains will likely be made by companies addressing supply chain and financial services solutions, driven by the availability of affordable high-speed internet and maturing of India’s digital content ecosystem, the EY report on India’s agri-tech potential said.

  • NITI Aayog has constituted a Multidimensional Poverty Index Coordination Committee (MPICC).
  • The MPICC, chaired by Ms Sanyukta Samaddar, Adviser (SDG) has members from relevant Line Ministries and Departments, namely Ministry/ Department of Power, WCD, Telecommunication, MoSPI, Rural Development, Petroleum & Natural Gas, Food & Public Distribution, Drinking Water & Sanitation, Education, Housing & Urban Affairs, Health & Family Welfare, and Financial Services.
  • Preparation of a MPI Parameter Dashboard to rank States and UTs, and a State Reform Action Plan (SRAP) are at an advanced stage of development.
  • Global MPI is an international measure of multidimensional poverty covering 107 developing countries and was first developed in 2010 by Oxford Poverty and Human Development Initiative (OPHI) and United Nations Development Programme (UNDP) for UNDP’s Human Development Reports.
  • According to Global MPI 2020, India is 62ndamong 107 countries with an MPI score of 0.123 and 27.91% headcount ratio, based on the NFHS 4 (2015/16) data.

Germany launches Indo-Pacific strategy with ‘key role’ for India

  • Germany, current EU president and Europe’s biggest economy, has launched its Indo-Pacific strategy with India that is expected to play a key role in Berlin’s outreach in the region where China’s aggressive foreign policy has rattled countries.
  • The strategy released by German Foreign Ministry has several indirect references to Chinese behaviour that challenged rules-based world order. Berlin’s strategy also suggested opening dialogue with institutions where India plays a key role — Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation and Indian Ocean Rim Association — in the areas of business and maritime safety, as well as disaster risk management.
  • The German government also announced that it will work to maintain rules-based order together with partners in the Indo-Pacific region. To this end, it will cooperate with India and Japan for UN Security reforms.

First-ever cannabis medicine project coming up in Jammu

  • Union minister Jitendra Singh announced that the first ever cannabis medicine project will soon be set up at Indian Institute of Integrative Medicine (IIIM) in Jammu with Canadian collaboration.
  • Special permission had to be obtained to produce the pain-relief medicine for patients suffering from cancer, diabetes, etc., using cannabis, which is otherwise restricted for use because of narcotic drug abuse.
  • The medicine prepared from this plant can be utilised even for export to other countries.
  • Singh also reviewed the progress of the construction of north India’s first biotech industrial park in Kathua near Jammu.
  • A few other projects are also being set up through the Council of Scientific and Industrial Research (CSIR).

Institute of Banking Personnel Selection(IBPS) is the body that is responsible for the declaration of results and releasing the IBPS Clerk scorecard for both prelims and mains on its official site. Cabinet Approves Bill To Include Kashmiri, Dogri, Hindi As Official Languages In J&K

  • The Union Cabinet approved a bill under which Kashmiri, Dogri and Hindi, apart from the existing Urdu and English, will be the official languages in the union territory of Jammu and Kashmir.
  • The Bill received the Cabinet nod at a meeting presided by Prime Minister Narendra Modi.
  • Union Minister and Udhampur MP Jitendra Singh stated the government has accepted the long-pending demand of the region for the inclusion of Dogri, Hindi and Kashmiri as official languages in J-K.
  • “It is not only a fulfilment of a long-pending public demand of the region but also in keeping with the spirit of equality which was ushered in after August 5 last year (when provisions of Article 370 were repealed),” he stated.
  • It was an anomaly that the three languages — Dogri, Hindi and Kashmiri — which are spoken by nearly 70 per cent of the population of Jammu and Kashmir were not approved for use in official business, he stated.

  • The UN Environment Programme (UNEP) launched a new publication, “The Little Book of Green Nudges”, which aims to inspire up to 200 million students around the globe to adopt environmentally friendly habits and greener lifestyles.
  • The book is UNEP’s first on behavioural science and nudge theory, which focuses on human actions and how to change them, and was drafted with The Behavioural Insights Team and GRID-Arendal.
  • It contains 40 ready-made nudges – simple measures that make it easier to make green choices – which university campuses can deploy to encourage students and staff to embrace more sustainable behaviours.
  • The Little Book of Green Nudges contains evidence-based guidance on implementing nudges, centered around techniques such as resetting default options, changing the framing of choices, and harnessing social influence.
  • It also includes case studies of nudging interventions rolled out at universities from Thailand to Kenya, Finland and Colombia.
  • UNEP is collaborating with higher education institutions around the world to pilot nudging on campuses. Already 20 universities have joined the programme – including the University of Chile, the University of Nairobi, the University of Tsukuba in Japan and the University of California at Berkeley

Rajnath Singh to represent India at Shanghai Cooperation Organisation meeting in Moscow

  • Defence Minister Rajnath Singh, who is on a three-day visit to Russia, visited the Main Cathedral of the Armed Forces of the Russian Federation and the Museum Complex in Moscow.
  • The Defence Minister will attend the combined meeting of Defence Ministers of Shanghai Cooperation Organization, SCO, Collective Security Treaty Organization, CSTO and Commonwealth of Independent States, CIS Member States in commemoration of the 75th Anniversary of victory in the World War-II.
